Million wants to build a water pipeline from western Wyoming to Colorado's Front Range. He originally asked the U.S. Army Corps of Engineers to review the plan - but the Corps stopped after Million began saying his project involved hydropower.
The project has spawned opposition from many in western Wyoming. Green River Mayor Hank Castillon says a coalition of local governments will continue to oppose it.
